Abstract: Employee voice has been associated with high-performance work practices benefitting individuals, teams, and organizations across various industries. While, strong market leading organizations and high skill levels among employees particularly promote employee voice within organizations, employees’ ability to exercise their voice also hinges on the norms and perception that employees and managers have of voice. This study, based on vignette interviews conducted with 60 highly skilled international STEM workers and their team managers in market leading companies, illuminates the perceptions of employee voice, and the onversion of skill norms into voice concerning strategic decisions and grievances within the international workplace. By examining a diverse group of informants from various cultural backgrounds, this research reveals emerging patterns that provide insights into norms governing the intersection of skills and voice within knowledge-intensive organizations. The paper also offers valuable suggestions for fostering a more inclusive and effective workplace environment.
